NEW AMENDMENTS TO DETER RACIAL DISCRIMINATIONS: current affairs:Study Material for PSC exams Government Jobs

The Ministry of Home Affairs is in process of finalizing a comprehensive Bill for insertion of new Sections 153C and 509A in Indian Penal Code, which will be introduced in Parliament after inter-Ministerial consultation.
What are the amendments suggested?
1)153C: Sign/Remark/Writing intended for discrimination or Indulging in violence against individual on the basis of race.
Punishment:Non bailable offence , punishable with imprisonment upto 5 years with fine.
2)509A: Word, Gesture or act with intent of insulting a particular race like calling NE people Chinese.
Punishment: Imprisonment upto 3 years with fine.
Background:
1) The ministry is amending IPC on recommendation of Bezbaruah committeefor violence on north east people
2) An important recommendation of the committee was to change the existing SC/ST act and include new law for deterrence against racial attack.
Bezbaruah committee other major recommendations are:
1) Increase the contribution of NE people in All India Services especially in police across country.
2) NE culture and history should be included in school syllabus for early exposure and better tolerance of cultural differences.
3) A nodal committee to ensure NE people complaints are registered.
