National Skill Development Mission: current affairs



On the occasion of the first ever World Youth Skills Day on 15th July 2015 as declared by UN ,The Prime Minister formally launched the National Skill Development Mission under The Ministry of Skill Development and Entrepreneurship (MSDE) to achieve the objectives of the National Policy for Skill Development and Entrepreneurship 2015 .This policy will provide direction and guidance to all stakeholders in the skill development and entrepreneurship development. He also inaugurated nationwide flagship scheme  Pradhan Mantri Kaushal Vikash Yojana – PMKVY”. In this scheme candidates will be given demand driven and reward based training i.e. they will be given financial rewards on successful completion (minimum duration as specified) of approved skill training programmes .These programmes will be designed to cater needs of the industries.

NATIONAL SKILL DEVELOPMENT MISSION
1) National Mission for Skill Development (NMSD – known henceforth as, the Mission), will provide the overall institutional framework to rapidly implement and scale up skill development efforts across country at a much faster pace than before.
2) Mission Governing Council at Apex level , headed by The Prime Minister will be set up for guidance, decision and review on half yearly basis.
3) A Steering Committee chaired by Minister of Skill Development and Entrepreneurship will be responsible for ensuring that implementation of Mission activities is done as per policies and decisions laid down by Governing Council.

NATIONAL POLICY FOR SKILL DEVELOPMENT AND ENTREPRENEURSHIP 2015
1) The core objective of the Policy is to empower the individual, by enabling to realize her full potential through a process of lifelong learning.
2) Create an ecosystem for entrepreneurship development.
3) To meet the challenge of skilling at scale with speed and standard .

PRADHAN MANTRI KAUSHAL VIKASH YOJANA – PMKVY
1) This will be implemented by NSDC through its training partners such as cooperates and PSUs. Students will be monetarily awarded after completion.
2) Training would include soft skills, personal grooming, behavioral change for cleanliness, good work ethics.
3) Standardization of courses with the help of industrial interest groups such as ASSOCHAM or FICCI.

METHODS OF SKILL TRAINING
1) Vocational Training in schools to ensure the jobs right after school with the minimum education upto 8th standard.
2) Industrial Training Institutions like ITIs. but with large no of such private institutes mushrooming Govt. needs to work on law to maintain the standard.
3) Onsite industrial training.

TARGETS
1) Target to provide skill training to about 120 lakh youth in the Country by the Central Government in the year 2015-16.
2) Common norms for skill training implementation where skill training course has been defined to be of minimum duration of 200 hours for fresh training and at least 80 hours for skill upgradation.
3) Benefit 24 lakh youth at an approximate total cost of Rs. 1,500 Crores.
